Why not a high speed elevated rail in the middle of I-35 with stairs/elevated walkways to access it (similar to the BART in bay area)? That could service the bulk of the traffic from Buda/Kyle all the way to Round Rock/Pflugerville or further. The longer the city waits, the more expensive it gets, and this city has more money than it knows what to do with with all the taxes it's been collecting due to this burst in population growth.
