A web of light rail throughout Austin funded by tourists. Austin's annual events (SXSW, ACL, X games, F1, etc) attract 100000s. Why aren't we taxing rental cars, landing fees and hotels higher to pay for Austin's infrastructure needs? Other cities do this successfully (eg Denver, CO) Austin's visitors will not be that price sensitive and will still travel to our local events. Have an election that proposes a rail web across Austin funded in this manner. Acknowledge it will take 10-15 years, funded by tourism/fed matching funds, and reachable by over 75% of citizens. People will vote yes.
