Rigorously study impediments- social, physical, economic, etc- to biking for commuting and other transportation. What makes a person drive instead of bike from A to B?
More specifically, what keeps a person from biking when a car trip would require use of 35 or mopac?
Is it hills? Heat? Lack of bike lanes? Fear of a flat or other obstruction? No bike? Uncomfortable on a bike? Cultural barrier? Time constraints? We need to do some serious quantitative and qualitative social science if we're ever going to figure out what policies will efficiently and effectively increase ridership and take strain off of our roads.
